What is the Best Art Software that Isn't Too Expensive?

I'm getting better and better at my drawing skills, and I want to buy a computer software (Mac). I've saved up money in the past few months, but I cannot afford things like the Full Version of Photoshop (Which ranges to about $400). I'm looking for a good art software that is either $100 or cheaper. Any suggestions?

Paint Tool Sai should be around $68 which was how much I paid for it

Well.... Artrage and Photoshop are both good, but I have seen masterpieces (in my opinion ) done on ms paint!

Ahem... Well, before I decided to get something more professional, like Photoshop or Paint Tool, I enjoyed my Paint.net, which is a free program that offers somewhat good quality. While, of course, it can only look up to SAI or Photoshop, it's free, and if you try hard it can give you decent enough results.
