I'll do an official write-up when I can, but basically the Kingdom of Aethel Deira isn't going to detain and hand someone over without the Ivanovs presenting evidence and justification for the charges to the council / royal court.
'Suspicion of ordering a hit' isn't really grounds for detaining and extraditing a citizen without further evidence ...

My point was you need more evidence than just saying she's under suspicion to ask another state to detain one of their citizens for you, hence asking for more details ICly
Not saying accessory to a crime isn't a crime (it is in the Aethel Deiran laws, for example). Apologies if that was unclear.
