[The Guard]
The Storm’s Landing City Guard is a public service institution which has its budget set by the Council of Five. Guards are citizens of Storm’s Landing with upstanding public records which protect the city under the leadership of their Captain and the Captain’s Lieutenants. Guard Leadership primarily takes these two forms, but other roles may also be created. This law seeks to define the responsibility of each role and the method by which they may enter each role.

[Office of the Captain]
The Office of the Captain of Storm’s Landing City Guard is a public office which any citizen of Storm’s Landing may run for and hold, provided that they are not barred from holding office, serving jail time, or currently holding a different office. A Captain is selected by popular vote, the winner being the candidate which receives a simple majority vote from legal electors; and, where only currently sitting members of City Council and all members of Storm’s Landing City Guard are considered legal electors.
The Office of Captain of Storm’s Landing City Guard is always up for election the month after City Councilmembers are up for election.
Duties of the Captain
The Captain is responsible for setting the agenda, and overseeing the lesser officers. They may also create and appoint members of Storm’s Landing City Guard to Petty Offices.

Lieutenants are elected from the body of guards, all guards holding a vote in this matter, but sitting Lieutenants and the Captain may not vote. It is expected in this system that only one seat will be left empty at a time, but if there is more than one vacancy, elections will be held sequentially with the longest-vacant office coming up for vote first.
The election starts from the moment the seat is left empty whether by resignation, death, or a vote of no confidence. Guards must announce their vote publicly, and the election results must be officiated by the City Council. The election ends when a majority of the guard votes for a single candidate, at which point they will assume the duties of Lieutenant and be officiated by the City Council.
There shall always be at least three Lieutenants. The Council may vote to increase or decrease the number of them.
Duties of the Lieutenants
Lieutenants are responsible for enforcing the agenda set by the Captain, training guards appropriately, and assigning them patrols and duties.

The Guard of Storm's Landing are your day-to-day officers and law upholders. They serve at the will of the Council and the Captain, and are overseen by the Lieutenants. There can be as many Guards as the Captain sees fit, and may elect to have more or less at any given time.
Duties of the Guard
The guards in general are expected to uphold the laws of the city, fine and arrest criminals as appropriate, and obey the commands of their higher officers.
[Votes of No Confidence]
At any time, any currently serving guard may announce a vote of no confidence against any officer of the guard. If the Captain is threatened by a vote of no confidence, all members of the guard including Lieutenants may vote; if a Lieutenant is threatened, serving guards may vote. Uncast votes count to sustain the threatened Officer in their role. If the vote of no confidence passes, they immediately resign and cannot be appointed or elected back to that office for a period of six months. A vote of no confidence may not be called on any Officer for the same set of circumstances more than once; if there is a disagreement on the application of this definition the City Council will arbitrate. A vote of no confidence must be resolved within three days of being called or it counts as failed; City Council may extend but not shorten this window, by appeal only.

[Corruption Investigations]
Any member of the Council may at any time launch an investigation against a member of the guard as long as it is not during an election or vote of no confidence; and, if the investigation is to focus on the Office of the Captain, “Method of Formal Inquiry” law must be instead applied. A majority vote of the Council will suspend the duties of that guard, and an appointment from the Council will replace them if that guard is an officer or the captain.
An investigator will be appointed by the Council, and that investigator will have as long as they require to investigate the charges against the suspended guard. This investigator can be the same person as who is filling the vacancy, if applicable.
That investigator has carte blanche to investigate the charges against the guard, and decide whether or not to revoke membership, and to what degree. They may also decide that there was no wrongdoing, and leave it at that.

[Joining the Guard]
Anyone may join Storm’s Landing City Guard as long as they have no history of violent crime in the city of Storm’s Landing, no current legal bounties in their name, and are not currently holding an office on City Council. The Captain may revoke the membership of any guard, but not if they are a Lieutenant and not if there is an ongoing election or vote of no confidence. The Captain may bar a citizen from becoming a member of Storm’s Landing City Guard at their discretion.
Guards will officially become members when they have sworn the oath in the presence of a Lieutenant or the Captain. The oath is: “I swear I will hold no masters higher than the citizens of Storm's Landing. I will enforce the laws to the best of my ability. I will obey the commands of my superior officers.”
