Built as a monument of things to come, The Tower was commissioned by The Inheritor but not formally announced until after the Crown of Evil was taken from him. As a monument to God and to show the power of the Inquisition, The Tower had decades of wealth poured into its construction. More gold glimmers off the tower than rays of sun off the still lake that The Tower has been built in the middle of.
Still, now that it's been built it can't just be gotten rid of. The liquid wealth of the Inquisition has been transfered into the physical asset of The Tower, and its surrounding buildings. Farmers have been allowed to take residence in the area, there are manors for the nobility, and The Tower itself is a monument to the works of the clergy. There is an inn modeled in the same fashion as the destroyed Lodestar Inn, where all three estates are welcome as one people.
The boundaries of the inn still have the same pledge of nonviolence, enforced by the Inquisition. All are welcome within, and no one may attack another except in sport such as sparring. So long as the property of The Tower is not stolen, they do not initiate violence, and no property is defaced, no one may be forced out of the inn's bounds or assaulted.
While still in construction in places, for The Tower expands its influence wider and wider, they welcome immigrants or migrants who wish to live amidst the splendor.
So long as, of course, everyone understands their place and respects those in authority.
