He has spread an illegal bounty, without permission of guard or council, through channels in the city. Who the man is, is otherwise unknown to the guard at this time.
Either these bounties must be revoked, and until then the man shall be wanted for conspiracy to murder and rob in the bounds of Storm's Landing.
Those who collaborate with the guard in the arrest of Millard shall be granted leniency toward any crimes they have themselves committed.
