Heralds from Astrakhan, dressed in the blue and purple tunics of the Basileos's court, read aloud these messages in the Landing and anywhere else they are let in.
Musicians accompany them, playing an elegant, slow tune, fitting for the occasion.

Let it be Known that These are the Words of the Basileos,
Theodosius Herennius of Astrakhan, Ruler of the Asrakosian People

The Ranger known as Laicelem Aethlren, for his noble & loyal service to the people of Astrakhan
is to be granted the captured slaver's fort near Frostlight as well as be raised to the noble ranks.

His lands are hereby to be seen as an independent Baronia.
In accordance with foreign tradition, Laicelem & his family shall have sole ownership over these lands.
They may conduct their inheritances as they please, as well as rule this land as they choose.
He shall, as a foreign ally, have the protection of the Asrakosian Dominion, as will his people and family.

May he and his kin rule with justice, compassion, and wisdom.

Any who wish to dispute this proclamation are welcome to discuss the matter civilly with the Basileos and the Baron, Laicelem.
