[ History ]
The village of Eastwatch has a rich and complex history. While it is currently a large agricultural center in the central continent, under the oversight of Elizabeth Kane, it has not always been so. The area was once an unpopulated valley in the bounds of the Dominion, under the control of Theodosius Herennius with nothing but a few ruined farmhouses and the remnants of old farms. However, after a knife was thrown at Duchess Alison Kane, she and her husband Brennard sought reparations for what they viewed a direct threat against her life. The leadership of Astrakhan came together to offer the lands that would become Eastwatch as compensation for the injury and as a show of good faith between their lands. This incident, however, would become the spark that started the Kane-Varyn war in which Brennard continued to call for justice and demanding that Theodosius come forward and suffer the same injuries that his wife had endured, despite already being given the land as compensation.

Eventually, the war would come to its end with the signing of a treaty in Arget and hostilities ceased. But a further meeting was held in the neutral city of Sanardu. Alison, Brennard, and Elizabeth Kane traveled to meet with the Basileos of Astrakhan to sign further agreements that Eastwatch would never be used as a military outpost against the Asrakosian people. It is in this meeting that Alison voiced the intention that Eastwatch was to be under Elizabeth Kane's jurisdiction, and from there onward, Eastwatch became a key territory for the Kane family.

Upon Alison's untimely death, the lands were officially bequeathed to Elizabeth, who came to be the new Duchess of the Kalstaat. Following their mother's death, the Kanes swore fealty to the new crown of Anhald, and the valley was briefly under Anhald rule during this time. But upon the tragedy of Elizabeth's unexpected death, it fell to her twin brother, Duke Charles Kane, to oversee. While Charles oversaw the valley, he began the construction of an estate house and winery, as well removed the ruined farmhouse remnants. Fields grew and the region began to see new fertility in the soil and the beginnings of prosperous trade.

An interesting turn for the city came when Elizabeth Kane was brought back into this world after a year spent in death. Because of Anhald Law, Elizabeth no longer held claim to the lands, nor possessed her former titles. She left the city and the Kalstaat to Duke Charles, and lived in exile in the city of Compendium, far to the south, which was a minor holding she had laid claim over before her untimely death. It was not until the Blight of Qlippoth that Elizabeth and Charles reconciled and her isolation ended. Duke Charles reinstated his sister's titles and restored her claim to Eastwatch officially.

By this time, the crown of Anhald had disbanded and disappeared into obscurity, leaving the Kanes to lead their people into a new era of prosperity. The Duke and Duchess declared the Kalstaat an independent duchy, once more making Eastwatch solely a Kane held territory. Duchess Elizabeth cultivated the valley into a prosperous village, with houses springing up as quickly as new farms. It became a staple of trade, as much of its grain and produce is shipped north to the cold lands of Queensport. As well, it is a welcoming home to mages, rangers, and artisans alike.

However, a life of politics was not the life Elizabeth sought for herself. Upon her abdication as Duchess, she disbanded many of the territories and centered the Kalstaat to the north and left most to her daughter, Katherine. Eastwatch was removed from the Kalstaat's jurisdiction, along with other loosely affiliated cities such as Hawksreach, Compendium, Stoneheart, and Blackfall. Eastwatch is now an independent village that largely keeps to itself. It continues to produce a variety of goods, but slowly grows a reputation for being a centralized location for Elizabeth's animancy experiments and a place for her students to come and learn.

[ Laws & Punishments ]
The village is considered an independent village and its laws and infractions are handled solely by Elizabeth and at her discretion. Any and all violations should be reported immediately.

Duels
Duels are lawful within Eastwatcj so long as both parties agree to the terms at the start. Duels are defined as an agreed upon contest of magic, or weapons, between both parties where terms are set at the beginning of what constitutes the end of the duel. Acceptable end conditions are first strike, first blood, inability to continue, or death. Such duels must have a witness to vouch for the conduct and terms. It is the right of any Eastwatch citizen to petition Elizabeth to pursue punishment against those that breach the duel terms, and Elizabeth may choose to pursue punishment if the other party dies as a result of breached terms.
-- If one party violates the agreed upon terms and escalates the duel, they will be subject the corresponding law and punishment of either assault or murder, depending on severity.

Theft
Theft is considered the act of taking possessions from another person, a private home or business, or from a person’s belongings. Those who are found guilty of unlawfully breaking and entering will be subject to the punishment of both theft and damage. It is the right of any Eastwatch citizen to petition Elizabeth to pursue punishment against those guilty of theft, and Elizabeth may choose to pursue punishment even if the victim does not request it.
--- Thieves will return the items that have been stolen to either the victim or to Elizabeth
--- Thieves will face a period of indentured servitude to the city based upon the estimated value of stolen item(s). For every day of servitude, they will earn 25r that goes towards their debt. (Example being an item worth 5,000r would incur 200 days in service to Elizabeth.)
--- Thieves who attempt escaping their servitude, or incur other infractions during this period, will be moved to a cell to finish out their sentence, and go to Elizabeth Kane for arcane readjustment.

-x-

Banditry
Banditry is considered the acts of theft and violence against the village itself, such as attacking merchant caravans, robbing barns, storehouses, or anything else belonging to the village as a whole. Thieves, outlaws, brawlers, and smugglers that act as a group will be subject to the the laws of Banditry.
--- Bandits will be killed if they resist arrest.
--- Bandits who surrender will be branded on their cheek to permanently mark them as deviants.
--- Bandits who surrender will also be faced with a sentence of indentured servitude, with a length to be determined by Elizabeth based on severity.
--- Bandits who attempt escaping their servitude, or incur other infractions during this period, will be moved to a cell to finish out their sentence, and go to Elizabeth Kane for arcane readjustment. Further attempts at escape or infractions may lead to death.
--- Extreme cases may be handled at Elizabeth's discretion, such as the handling of Jishrimites sabotaging the city..

-x-

Assault
Assault is considered acts of aggression that result in significant bodily harm to another party, ranging in severity and punishments. It is the right of any Eastwatch citizen to petition Elizabeth to pursue punishment against those guilty of assault, and Elizabeth may choose to pursue punishment even if the victim does not request it.
--- Those found guilty of assault will be subjected to the equivalent bodily harm, with guaranteed replication of any permanent damage incurred on the victim.
--- The guilty party will pay additional financial reparations for the cost of any necessary medical supplies and treatments.
--- If there is belief the altercation is a result of self-defense, it may be disputed with Elizabeth.

-x-

Damage
Damage is considered breaking, destroying, or irreparably defacing property of another person, or property of the Duchy. It is the right of any Eastwatch citizen to petition Elizabeth to pursue punishment against those guilty of damaging property, and Elizabeth may choose to pursue punishment even if the victim does not request it.
--- For those found guilty of damaging property, immediate fines equal to the cost of having the property repaired or replaced to at least its previous quality.
--- The guilty party will face a period of indentured servitude to the city based upon the estimated value of damaged item(s). For every day of servitude, they will earn 25r that goes towards their debt. (Example being an item worth 5,000r would incur 200 days in service to the city.)
-- For those who refuse or are unable to pay the fines and serve their time will be placed in a cell for double the original sentence of servitude and go to Elizabeth Kane for arcane readjustment.

-x-

Murder
Murder is considered the act of ending someone’s life outside of justifiable self-defense, lawful dueling, or wartime.
--- For those found guilty of murder, they will face either imprisonment or execution depending on the circumstances of the murder.
--- For each day the murderer evades justice, on year is added to the sentence.
--- Specific cases may be handled by Elizabeth's personal discretion.

-x-

Mutilation
Mutilation is considered the act of debilitating an individual’s body beyond function, removing parts of the body, irreparably and intentionally marring the skin, or otherwise crippling an individual.
--- Those found guilty of mutilation will be subjected to the equivalent bodily harm, with guaranteed replication of any permanent damage incurred on the victim.
--- The guilty party will pay additional financial reparations for the cost of any necessary medical supplies and treatments.
--- The guilty party will face removal of faculty to inflict intentional mutilation again.

[ Environment ]
The area of Eastwatch is most notably compared to certain areas of France, in its climate and wildlife. Its climate has traditionally temperate seasons, with winters being a bit colder than normal due to its proximity to the colder North. Most of the area is a mixture of mountainous plateaus and grasslands, with very sparse tree cover. The trees that do dot the landscape are massive, with extensive, gnarled branches that grow outward. To the east, the Dogwood forests blossom and the river provides fresh fish and river trade year round.

{!}

The fields are scorched and devoid of their crops following the beating heart found in the fields. It will be a long process of cleaning before any replanting will be able to happen.

For those who don't already know, Eastwatch is under the ownership and control of Joseph Seeker.

Elizabeth has passed away, leaving him full control.
